Canada's cattle industry suffered another blow Thursday after American senators voted to quash the U.S. department of agriculture's policy to reopen the border to Canadian beef next week.
Despite the Senate's 52-46 vote, the White House said U.S. President George W. Bush would veto the measure if it ever reaches his desk. Bush favours the reopening of the border.
The U.S. banned Canadian cattle imports in May 2003 when mad cow disease was discovered in a Canadian cow.
U.S. Agriculture Secretary Mike Johanns said he was disappointed with the Senate vote.
"Today's action undermines the U.S. efforts to promote science-based regulations, complicates U.S. negotiations to reopen foreign markets to U.S. beef and would perpetuate the economic disruption of the beef and cattle industry," he said in a release.
"I will now work with the U.S. House of Representatives to prevent passage of this resolution, which is strongly opposed by the Bush Administration, and continue our aggressive efforts to reopen international markets to U.S. beef."

This is good news for folks who have pets here in Panama. Panama stopped importing ALL dog and cat food from the U.S. for one year during that last scare. The only problem was/is Panama gets its pet food from the U.S. Those were very difficult and stressful times for pet owners.
I personally searched the web for pet food recipes, but was not successful. I invented and cooked what I could for one year
I believe that it is still permissible for downer cattle to be converted into pet food. Even if the known BSE infected livestock are weeded out of that mix, pets are still consuming some questionable byproducts.
Save your recipes. Those personal creations may be safer than what comes from the pet food companies.

Panama said “no meat products” from the U.S. for pets. Period. This included chicken, turkey, fish, etc. And don’t forget the dried food for pets. This also included human food, but that was no big deal in that area, since as humans, we don’t depend on can foods. It was really tough for a while.

As things stand right now American ranchers are receiving a very favorable price for their beef on our domestic market. Our access to foreign markets remains restricted due solely to the fear that more contaminated Canadian livestock may remain mixed in our herds.
Convincing Japan and Korea that the US beef herd is safe will be a much easier endeavor if the US and Canadian herds do not resume intermingling any time soon.
When Canadian ranchers have a fully operational system which can trace every animal back to its herd of origin, so that the next time infected Canadian animals are exported to the US we have a complete verifiable history of each animal and can locate all of them without delay, then I will support a resumption of trade.
Until then, forget about it.
Opening the border now would simply screw US ranchers at the behest of multinational packing companies. Dubya is wrong on this one.

Same could be said about opening our southern borders also...and YES, Bush is wrong on that one also.
