Unless he means that the President and Congress can ignore the SCOTUS...
Declaring something 'UnConstitutional' doesn't make it a law.
Only Congress can make law, and if they wish, they can just ignore the courts attempt to legislate from the bench.
Of course, they won't do that, and still hope to be re-elected.

This is what needs to change- if they want to stay in office, they should be afraid NOT to ignore these rullings
