We designed it, we built it, we tested it, and we gave to the world, you greedy ChiComm bastards. If you don't like it, then unplug your sawed-off little asses and build your
own little Worker's Paradise in cyberspace.

The american tax payer paid for it so we can do what we want with it.
I agree with you fundamentally; US taxpayers funded the development of internet technologies. However, the Internet, as it is known today, has little to do with taxpayer money.
Obviously, most systems, networks, routers, &etc are privately owned and can be controlled by whoever owns them. For those that are owned by US taxpayers, then the taxpayer should retain control.

It's just like the Panama Canal. We built it, we developed it, we should have kept it. <<
Yep, we can thank ole' Jimmy Carter for that one. I wonder which Democrat is going to try and cave in to China.

What's to stop them from building their own? Aren't we talking about a bunch of servers and wires? Heck, they've already stolen the software that they need.

Chinese Ambassador Sha Zukang told a UN conference that controls should be multilateral, transparent and democratic Maybe China should consider becoming a democracy before seeking to make the Internet more democratic. At that point, China's input might actually be helpful.

One thing really eludes me, and that is, how CAN the internet be controlled by ANYONE? I mean, servers and routers and optic fibre networks exist around the world, right? Or do all of these get plugged into some "internet centre" in America, and branch out from there?

well the first part is kinda wrong. Ipv6 is a solution to the Ip address number problem. As in they are running low.
But you are dead on with the second part. They want to censure what goes through.

44. Internationalize the Panama Canal.

To: CarrotAndStick
yeah it'd be a bureaucratic nightmare(or wet dream depending on your view point).
But it could technically be done. There would be some problems with the "underground" which I'm sure would arise if the net was ever regulated.

[ China charges U.S. monopolizes the Internet, seeks global control ]
Maybe the Hildebeast will SELL it to them(the Chinese), like she and Bubba did everything else while in the White House..
Without nary a snort or guffaw from republicans either the Clintoons sold or let the Chinese steal much technolgical info while there.. Remember those Laptops and the chinese agent they "embedded" in White Sands... They didn't even get "Camp Cupcake" over this like Marsha did.. I prefer a gallows being set up on the White House lawn.. The hangings could go on for weeks.. just hanging the most heinous offenders..
What would the republicans do about it.?.
Probably nothin... as usual, except whine, meekly...

Look at the label on what you buy. If it says, "Made in China," consider whether you can live without buying it.
