He gets a degree in criminal law (or criminology?) which should have secured him in a law enforcement occupation.
Instead he became a grass measurer and dog catcher.
Harassing his neighbors and filming their homes.
All the while he taunted the police - probably because he wasn't good enough to be one of them.

This guy has a real high opinion of himself.
If someone were to call him a dog catcher - or grass measurer - I'm sure he would correct you abrubtly and say "I am a COMPLIANCE OFFICER!! Your grass is 1/4 in. too high - here is your ticket!"
My guess is he got his degree and attempted to go into law enforcement.
He probably failed the psych evalutaion and that is how we wound up as a compliance officer.
