In fact, where there is none, people will create it (which is what is happening here).
"You'll fall and break our neck!" wasn't an admonishment, more like a mantra. Kids are rebelling (normal) against being maintained in a persistent vegetative state in front of the tube or computer or video game.
The more 'safe' their world is, the more 'extreme' the risks they take, simply because there are relatively few intermediate level risks left.
This is why I hate all of these mandatory bike helmet laws, etc.
I bumped my head on the ground more than once as a kid and the most I needed was a few stitches. We are raising a generation of wusses.
