If you consider the post bellum Reconstruction era Klan to be a terrorist organization, you might want to consider that those terrorists succeeded in America as Reconstruction was called off and Jim Crow triumphed.

My point is that terrorism can succeed here given the right circumstances and the right methods and ruthlessness, like mass murder with WMDs.
