If it is true that 24 x 7 protection stopped after Hale's conviction, it would go way past poor-planning on the Feds' part. It would be utter incompetence. I'm frankly surprised, as the government is typically quite zealous about protecting its own.
Hale solicited to have this judge killed. That's a serious threat - regardless of how crazy Hale is or where he lived - and should have been treated as such. Even though his "church" is largely done for, there are still followers (there always are - look at Charles Mason) and he clearly made the threat.
