Now that's the real question isn't it? Who's fault is it?
I've worked really hard to decide. I think it's mostly "administrative". The bureaucracies themselves and the inherint choas in them. We may have "conservative" (?) leaders, but the bureaucracies that carry out the actions, or non actions seem to be in charge of themselves mostly and they are mostly liberal. I don't think the big boys really want to bother to find out what goes on in the "ranks". They're too busy campaigning, it's their vocation. Elections (politicians) and government have little connection any longer.
And above all that, who's fault is it? OURS.
