It's a semantic thing, for one -- my link also lists Iran as an "Islamic state", and that's the impression I think people would get -- and to choose it for a headline signifies that it's news, for two. The headline causes people to say "uh-oh, I heard that might happen" -- when it's the equivalent of Norway or Peru or Thailand or UAE or Kuwait.
