Al-Hakim: There are three points: first, that there must be a respect for the Islamic identity. Second, that Islam is the official religion of the state. Third, that there should not be any law that violates Islam.

Where is the distortion?

Iraq's political parties and even sistani himself have said no link with govt and mosque.

There's a difference between an "Islamic State" -- which gives the impression of a theocratic rule -- and having an official religion. Lots of countries have an official religion. http://en.wikipedia.org/wiki/National_religion
