The soldier in the middle looking toward the camera appears to be looking for orders to pull his gun or something. But most of the soldiers look passive and uncertain, as though they are uncomfortable preventing their own people from protesting.
No....he's probably thinking he wished the cameras were not there so they could shoot the protesters....
