I really don't think it matters what Dennis Cardoza thinks in this situation. Is he from CA? The problem will be getting it through the Senate. Won't the rules have to be suspended to get it to the floor, and if this is not done on Thursday, the Senate won't meet again until when???? With Easter coming up, senators may not resume "business" until March 29. They normally work a three-day week.
I just checked and learned that Cardoza is the Modesto Democrat successor to former Rep. Gary Condit, also D-CA.
