I don't think this is sound theology. God is "not willing" that any should perish, but many do perish every day. Yes, God does let sinful man determine his own fate and the fate of innocents around him. Injustice perpetrated by sinful man is a part of everyday life, and God does not always interfere to stop it.
Some would even say that the pending execution of the innocent Terri is an extension of the fall of Adam and Eve in the Garden.
