If you do not drive, the motor vehicle bureau can issue you a "non-driver" ID which you can use to cash your welfare check or ride on an airplane.
And that way you can comply with a secret law that the government won't tell you whether or not it exists and in many criminal cases has dropped the prosecution rather than admit in court that it exists.
