No, the military does not require servicemen be circumcised.
No professional medical organization in the world agrees with your extreme pro-circumcision point of view. Every professional medical organization that has an official policy on circumcision says that infant circumcision is unnecessary. In other words there is no medical indication for circumcising baby boys.
