Maybe you differ ovcr what "lowering the boom" means. Seems to me that Bush has been doing that for about four years.

My definition of lowering the boom is to make your enemy anxious, very anxious actually, to end a war on whatever terms you are willing to offer him. To that end I would apply the means.
