Your point being, what.... There are no murderers in countries with totalitarian governments?
Perhaps you labor under the misconception that these regimes mislabeled the people they executed as 'murderers' in order to cover up their crimes. That isn't the case.
Dictators have absolute power. They don't have to justify themselves when they execute someone. They will execute someone for any reason. They don't have to lie about the reason.
