"Why not just ban the bullets?"

I think in Maine armor-piercing bullets that can be fired from a pistol are banned. It's a confusing law, though.

There might be federal laws against certain armor-piercing ammo - except 30-06 black-tip.

FN has already pulled distribution of the "vest-piercing" hollow-point round. All that remains is a lighter round that the ATF has already ruled as non-armor piercing. The ATF says the current ammo isn't armor piercing, so the NJ Rats should STFU.
