Something tells me Earle may be the reason that this is not being investigated in Texas.
Since he, wrongfully, gets the authority to investigate political crimes....
He may have very well deemed this matter as an issue to look into campaigns...thus getting authority over it.....and making sure that his fellow Dems do not get investigated.
He could do it and keep it quiet. However, if someone were to file and FOA.....that could be found out...
But Mr. Burkett has never been pursued by authorities, who could feasibly force him to answer questions under oath about where he got the memos supposedly drafted by former Texas Air National Guard Lt. Col. Jerry Killian, who was President Bushs commanding officer in the early 1970s.
"Erik T. Rigler" does he charge $200 a day, plus expenses? does he live in a trailer? I bet he gas a feisty old dad, and a friend named Angel.
At which point, Burkett starts blubbering that everybody should've known better than to trust him because he's...a certified nut.

IMHO, I'm sure the PI was doing more than investigating; he was finding all the leaks between CBS, Burkette, and the DNC/Lockhart and plugging them with CBS-supplied cash.

I would argue that this is less a matter of finding out "how, who, when or where" and really more a matter of determining...
WHY?
WHY would these people try to influence a presidential election with forged documents?
Could it be for the same reason they didn't seem to care about some tantalizing peculiarities surrounding Sen Kerry's "honorable" discharge.
I suggest that the pressing question is WHY? (Not how?) And that the the critical answer becomes BIAS.
