The incentive would be that they would be allowed access to services (schools, hospitals, etc.) which they would not have under the new law, according to the proposal.

So your answer is more government? That may work in some places. There is a free medical clinic in Shenandoah county that I contribute to, so it probably won't work out there.

They have access to those services now, are you saying you believe our government will take action against those who continue as they are now, illegally?

I say ID or no, our government is full of gutless cowards when it comes to the illegal immigration issue and won't lift a finger. The Bush plan is a red herring, "see we now have them on these cards, problem solved" BS

They will get the cards and there will be NO ENFORCEMENT to stop things from continuing as they are now.
