Personally, I think that they are more a threat to themselves than to anyone else.

Yes, they were a threat, years ago.

However, they have been denuded of their base in Iraq, something that they did not object to.

Instead of resisting the American forces-after being shelled once-they agreed to decommission their arms and turn themselves over to Coalition forces.

As far as I know, they are the only militia within Iraq to have done so, since the fall of Saddam Hussein.
