Hoover's only elective offices before the Presidency were class treasurer and student body treasurer when he was an undergraduate at Stanford University. His relief efforts in Europe began early during WWI, not after the war ended.
I was going by memory as to the Europe thing. But the point was that Hoover wasn't elected to any public office prior to becoming POTUS.
