In 2000 McCain did win NH, Michigan, Arizona, Vermont, etc. The 2000 primaries and a sycophantic MSM have made McCain a national political figure with relatively high approval ratings. It depends on who is in the GOP field before anyone can say categorically that McCain will never win the nomination.
