CAFTA doesn't capitalize sustainable development the three times it is mentioned.

Which is not to say that the two do not propose concommitant means.

You'd have to see the way it is used in the agreement. It's tossed out there in the same manner as "to insure domestic tranquility" in the preamble to the US Constitution.

It sounds great, but it doesn't mean much. It certainly doesn't authorize blue-helmeted eco-nazis into our country to tell us how to run things.
