Many people like that ~ it's like the Baptist custom of taking several collections on Sunday for different purposes.
Over in the Christian church, there's one pot, one collection. Folks want the church leadership to lead and make those spending decisions in that bunch. That's why they're not Baptists.
Highway funding is the same sort of thing. Many laws in this country dedicate specific revenue streams to specific uses. One popular technique is to route all the lottery profits to the schools (for example).
Different places do it differently. I'd suggest that you do what the Christian Church and Baptist Church members do when they decide they don't like what's going on in their respective collections ~ THEY CHANGE CHURCHES.
A little research on the net and I think you could find a state or two without dedicated revenues for highways.
I like the idea of dedicated funding. But this funding is based on teh premise that an increase in fines WILL NOT DECREASE SPEEDING. That's where the $180 million comes from. Albo doesn't care if speeding decreases - he just wants to get this bill through to line his pockets. That's why the Republicans in the senate killed it and that's why the Club for Growth opposed it.
You will probably find some states without dedicated funds for highways.........but I don't know anywhere you will find anyone agreeing that a Baptist Church is different from a Christian Church. I was raised Catholic and I know bloody well that a Baptist Church is still a Christian Church.
