Here's the problem:

We're talking about a $350 fine for speeding. INSANE!

For reckless? $600. That's 20mph over the limit. I mean, come on.

And Virginia has a surplus! Why do we need to raise this money again?

Oh I forgot, Mr. Albo's lawfirm stands to benifit (they represent speeders).

What we need to do is reduce all the other taxes to eliminate that surplus ~ just give the money back to the people who have paid it.

Now, when it comes to lawbreakers who put all our lives at risk on the highways, simply raise the fines to a meaningful level. Or, alternatively, begin imposing jail time on these guys.
