In nebraska, it has nothing to do with numbers of students. money for schools comes from property taxes...regardless if the property in the district has kids living on it or how many.
That's why there are many parents in Nebraska who don't like kids from other communities in their school- because their tax dollars are paying for them, while the parents of the new students more than likely pay less property taxes than they do. It's a double-edge sword.
