Minor correction. He never applied, so there was nothing to decline. Actually, he did apply for a Congressional "hard pass", and was declined because Talon News did not meet the standards set.

A Congressional "hard pass" is quite a different bird from a White House "hard pass." The bottom line is that he never applied for a White House "hard pass." Those are two different committees. He might have been declined if he applied for a White House "hard pass" but you don't know that for sure as he never applied for one.
