Don't know about Indiana. Believe it or not, the Soviet of Washington (state) forces them to issue a CCW withing 30 days of the application. Years ago, when I applied for my permit in King County, there was a question on the app. It was asking something like "why do you want a CCW permit." I wrote "none of your business." They issued it. The fat, greasy broad at the counter glared at me, but they issued it.
Yes, they are not allowed to ask why you want it. It is none of their business. All they need to know is are you a law abiding citizen, other than that they can go suck an egg.
