Federal prosecutors yesterday deepened their portrait of Philadelphia City Hall as a crass marketplace where campaign money, favors and personal contacts were exchanged for taxpayer-paid contracts.
That picture was sharpened by the release of more than 1,100 wiretap transcripts, e-mails, internal memos, tax returns, surveillance photographs and other evidence gathered by the FBI's long-running City Hall corruption investigation
