What in the heck is transmittal letters? Memos? Unsigned documents? Signed documents? Is this inventing a new terminology just to get something new?
they are "evidence letters from political donors to candidates that accompany contribution checks." one would assume they are a legal document that would include signature or some means of identifying those involved, etc.
maybe someone can post an example..
