Could it be that there was no one armed on campus who could have possibly saved one of these lives?
Of course, the school could have called the police, who, while not required to provide protection and defense, would have arrived probably in 15 minutes. They probably would arrived in time to put down tape and take pictures.

One probable reason is that no responsible adult was armed.
The result was innocent victims suffered being 'disarmed' (please excuse the pun) because they were not allowed to keep and bear their arms.
