The plan was to move it to Japan in 2008 and take the older Kitty Hawk out of service

But that was back when the training carrier (till 2012) was going to be Forrestal. When Forrestal was instead decommissioned the JFK was then relocated to Mayport as the Gulf of mexico training carrier.

The Kennedy underwent a major overhaul in Philadelphia in 1993-95.

And the other ships which received the Comprehensive Overhaul instead of SLEP were:
Ranger, completed June 85, decommissioned July 93
America, completed February 88, decomissioned September 96.

So the JFK's COH has about run out. (at least as an active carrier, not limited service training ship)

The work done during the Kennedy yard periods was cut back substanially. The ship lost a C.O. a couple years ago that was fired for major ship malfunctions during workups. A lot of people think there was no way he could have succeeded with the meager resources made available to him. As I recall it deployed weeks late.
