I agree that is probably what Buckley meant, but he expressed it badly.

There is a big difference in my mind between saying that you hope that the Pope will not continue to suffer a long and lingering death and hoping "that he will not recover."

I am not Catholic, but I hope that the Pope recovers. If he does not recover, then I hope that he passes quickly with a minimum of suffering. In either event, it is in the Lord's hands.
