MONTERREY, Mexico - Mexico's Juarez cartel, once thought to be in decline after its former leader died after plastic surgery, has formed alliances to gain control of smuggling routes along nearly all of the U.S. border. Authorities believe it has even infiltrated President Vicente Fox's office.

The leader of that cartel that is. The 4 plastic surgeons were found murdered shortly after -- so no one knows what really took place.
