But the United Nations investigation found that while rape was clearly being used to demoralize and humiliate the population, it did not conclude that it was genocidal in nature. As always, the UN gets it wrong. It is pointless to speculate whether this disorganization does any good at all...because they don't. They are worse than useless.

Well I was in a good mood till I read this :( But it seems to me that the women and children are being blamed for the rape by families and are grudgingly accepted as if they were baggage. It doesn't make sense to me.
