Sims yesterday said he will ask the County Council for money to create a "state-of-the-art" election facility and to improve worker training.

Of course. Plain honesty is not enough.....Remember, all "state of the art" whatchamacallits are always subject to some sort of hacking. If you're not honest to begin with, just ask for more money to install "state of the art" crap, and continue to be dishonest. Simple but costly plan.
