Why not go back to the old rule that if someone wants to vote - they need to register far enough ahead to have their eligibility verified - and a "VOTERS" card issued. One person, one card, one vote.
If a person has moved since getting their card - they can get a verification slip (after all, if they moved, they'd also also have a different address on drivers license) - but once that card is used (voted) from wherever, it is registered on the data base and can't be used again. No one without a card, votes.
Given the technology we now have, there is no reason why a thumb print, (or some other similar biological marker like retina scan), could be taken from every person who votes. If we tied the thumb print, (or other marker), to the ballot, and to the person voting, fraud would be very easy to prove.
Even the RATs would have a hard time carrying around a bunch of thumbs or eyeballs!
No ID card would be required.
Just a thought.
There's no need for a "verification slip" when there's Verichip! Constant 24/7 monitoring, plus all your data.
What's there to lose? .....
