I think that many people tend to conflate the terms "decriminalized" and "legalized."

Even though there are parts of Western Europe where particular vices, e.g. narcotics, sexual favors, etc., are condoned-to a certain extent-by law enforcement, that does not mean that soliciting the activity in question is, in fact, sanctioned by each nation's respective municipalities.
