Yep. The concern between the lines in the article quotes is that the media caught ICE dropping the illegals off. The procedure changes will be to make sure that no cameras are running at the next drop.

Exactly. Just look at the billion dollar UAV program for the Border Patrol. They reported the the UAV's spotted over 800,000 illegals entering the country, but the on article that told how many of those 800,000+ were apprehended has disappeared into thin air.
They apprehended just over 1,200 illegals with their billion dollar toys. Not a very good way to spend the tax payer money, but what you'll hear is how good it was at spotting those 800,000 and how good it will be to buy 10 more and operate them for the good of border security.
