NO......citizens would probably get the 6 month jail sentence that our laws mandate for 'first time illegal border crossers'.
I say if they get 'caught' coming over, we still let them go if they are not criminals.
BUT.. we take COMPLETE Biometrics. Retinal scan, fingerprint, DNA, Thermal Image, Photo ID, AND Implant them with a GPS (that the US gov't will remove AT THE COURT HEARING)
IF they try to 'run' or not show up, or remove the chip, they get PERMANENTLY expeled from the US, with NO CHANCE of permanent citizenship EVER (and since we have complete biometirics, it will acutally be enforceable)
