As a longtime student of our Constitution, and a strict constructionist w/regard to "interpreting" the near-sacred document (which has all too often overinterpreted, or imagined altgether by judicial elitists), I think Thomas nails it very cleanly - perhaps only not going far enough - quite forgivable in the context of a somewhat brief expository.
Reagan was brilliantly gifted with common sense guided by unstintingly solid moral values, and a love of our republic. What is truly amazing is upon how many different subjects he has been proven to be so far ahead of the academic community.
Reagan's high school diploma was worth more to him - and us - than many of the renowned 'pointy-heads' graduate degrees. Who knows how much his college education enhanced him further?
