The address provided for site registration was "28, sidiberezzouk st, rabat 10000 United States."

Isn't providing a false address grounds for revoking a domain registration?

Yes. ICANN rules say the site can be pulled in 15 days for fake info in the registration. I've reported many and after several months I sometimes get a follow-up letter from ICANN asking about the site. I check and nothing has been done.
