The Taliban did outlaw kites in Afghanistan, but not for safety reasons. The Mullahs didn't like the idea that people were having fun and not memorizing the Koran, beating women for making noise while they walked, etc... Oh, well, according to Muslim beliefs, the victims of these sad kite flying accidents died via the will of allah. What a culture...

These are probably fighting kites, where part of the string
is coated with glue and bits of ground glass or wire as the article says, then the kites try to cut the strings of their opponents, needless to say it gets rather exciting.

I have several stunt kites I take down to the beach. They have graphite spars, various types of sail material, etc. And can reach up to 120 mph.
You would not want to get hit by one.
