Yes, they should be required to take some kind of "proficiency test" and be issued a lifetime ID number to be tattooed on some discreet part of their body and be included with their name in every article they write. To remove the tattoo or not include their "JSN", the Journalist Serial Number, along side their name would be a felony. You know, like guns. If the "pen is mightier than the sword", than the 1st.
