While in the Air Force, we used to run what was called "selective enforcement", that is, traffic radar. The entire difference back then ('80's) was you had to use your judgement, training and experience to first estimate that the operator was in fact speeding an how fast they were traveling. THEN you confirmed your estimate with the RADAR.

The RADAR was and still should be a tool to confirm or deny an officer's observations.

You were discussing speeding, right? This was a "red-light runner" thread ~ not "speeding".

Now, your proposal of having radar confirm and having an officer on the scene to identify the miscreant, around here that would involve putting an armed officer of the law on every street corner ~ kind of like Spain under Franco or Beijing under Mao.

You sure you think that's a good idea?

Doesn't sound like an extension of liberty at all.
