One, obviously, these to animals who deserve the absolute worst of punishment and 2) The so-called Child protective Services agencies that appear to have, yet again, failed miserably in providing even the slightest oversight over the condition of those unable to protect themselves, these children.
And what about the other parties who surely witnessed this barbarism? The 16 year old who weighed 59 lbs.! Where were caregivers who failed to recognize obvious abuse long ago or, even, the neighbors who must have turned a blind eye to the agony these children were enduring? IMO Plenty of blame to go around here for the failure to stop these psychotic animals from plying their sordid trade.

I just hope everyone keeps an eye out for them in Florida, Georgia, the Carolinas and Tennessee, especially, though it's unknown which direction they may have gone.

There weren't any caregivers. And these kids never attended school. And the neighbors never saw them.
They weren't children, they were inmates.
