I don't think she's implying he an inconsequential person, I think she's implying he sends out mixed messages, kind of good guy/not so good guy.

But if she's using the phrase little big man, the likelihood that it was meant as a compliment seems very remote to me. The phrase alone precludes that, no matter one's intention, and look for the phrase to stick, and for dems to make good use of it.
