Do you raise your children with the mentality that

They are going to do bad things anyway, so there shouldn't be penalties.

Harsher penalties make people think twice before Doing something. That's why Singapore is so safe.

She was old enough and mature enough to make up her own mind. Her prior upbringing is a minor point. It's the "here and now" that matters.
