Yes, he did. The RATs sat on their hands and were stone silent while the Pubs gave a standing O.

Not really.

However he did mention training federal death row defense attorneys. This would be to deal with the ineffective assistance of counsel defense which is routinly made despite no substance. (it allows activist judges a catchall excuse rather than real problems in representation)
